This is a copy of a petition submitted by Chisho Daishi Enchin, the Head of the Tendai Order, requesting the establishment of an Office of Monastic Affairs on Mount Hiei, an issue that had been ongoing since the time of Dengyo Daishi Saicho. The choan (document draft) shares a similar purpose to the Draft of Enryaku-ji Temple Petition, but it distinguishes itself by citing works like section 52 of Dengyo Daishi's Kenkairon and other texts to provide a clear rationale for the establishment of the Office of Monastic Affairs.
