This is a copy of a petition submitted by Enryaku-ji Temple requesting the approval for the establishment of an Office of Monastic Affairs. The establishment of an Office of Monastic Affairs was a significant goal for the Tendai Order, related to the establishment by Dengyo Daishi Saicho of the Mahayana ordination platform on Mount Hiei to cultivate a unique Mahayana Bodhisattva monkhood and realize a Buddhist nation. However, this goal had not yet been achieved.
