This is a copy of a draft decree the Department of State issued to Enryaku-ji Temple in 871, when Enchin was the Head of the Tendai Order. The content details the spread of esoteric Buddhism from the founder Saicho through Ennin, and how Enchin, having traveled to Tang China, learned Tendai esoteric Buddhism from the high monk Faquan at Qinglong Temple in Chang'an. It also states that henceforth, to ascend to the position of high monk in teaching the Dharma at Enryaku-ji Temple, one must be well-versed in learning and virtue, be at least 50 years old, and after thorough examination by the head priest and three monastic leaders, should be officially appointed following a directive from the authorities.
