Keiyo, according to the fifteenth section of Jimondenki Horoku, became a disciple of Hyakko-bo Keisen at Miidera Temple. He was said to be a transformation of Shukuo Bosatsu, a retainer of the Silla Myojin deity. In 1076, he met and received a consecration ritual for the conferral of the status of Acharya from high monk Raigo (1002–1084), known for a legend in which he was transformed into a vengeful monstrous spirit of a rat called Tesso (i.e., iron rat), led by his own wicked thoughts. Keiyo gained fame by lecturing on Saishoko (the Golden Light Sutra) during the Eicho era (1096–1097).
